$58M for Tankers, $100M for a Cat Bond, $7.3M in Utility Cash
By Jake Kostecki · ~4 min read
Fresh money moved in three directions this week. Texas A&M Forest Service awarded Bridger Aerospace $58 million to build three King Air 360 surveillance aircraft — the first draw on the state's $257M HB500 wildfire-aviation appropriation. In the capital markets, Porch Group priced a $100M debut catastrophe bond, "Harbor Crest Re," with wildfire a named peril. And Consumer Watchdog says California's for-profit utilities quietly routed $7.3 million into a "Wildfire Victims First" coalition now running ads at lawmakers weighing a utility-liability bailout.
The insurance and timber ledgers moved too. Cincinnati Financial told investors on its July 27 call it has "reassessed" its California homeowners exposure after wildfire losses — another admitted carrier repricing fire risk. Canfor will shutter its Fox Creek sawmill (~120M board feet) as wildfire-salvage and beetle-kill timber run out. And FEMA authorized fire-management grants for Oregon and Hawaii — then denied two of Oregon's biggest fires, drawing a rebuke from Sens. Wyden and Merkley. Meanwhile the state-grant clock is loud: CAL FIRE's $10M Tribal Resilience round closes Sept. 8 and Colorado's ~$7M pool opens Monday.
THE DEADLINES
Money with a clock on it — closest deadline first. Every deadline below lives in the grants directory.
Sept. 8 — CAL FIRE Tribal Wildfire Resilience (Prop 4). $10M total; $250K–$3M per grant, no match. Concept proposals due noon; full apps by invitation. CA tribes, NAHC-listed tribes, tribally-led 501(c)(3)s. fire.ca.gov
Sept. 30 — New Mexico Community Forestry Assistance (EMNRD). Accepted year-round, reviewed quarterly; next cutoff Sept. 30. Pool/award not published. NM communities, local governments & partners. emnrd.nm.gov
Oct. 8 — Colorado FRWRM, 2026–27. Opens Aug. 3. ~$7.04M pool (up to $2M for capacity-building); 50% state cost-share (75% lower-resource); single-beneficiary projects excluded. Local govts, fire districts, HOAs, utilities, nonprofits, tribes. csfs.colostate.edu
Open now (rolling) — CAL FIRE California Forest Improvement Program (CFIP). Cost-share for nonindustrial private forest landowners (≥20 acres); per-project amounts vary. fire.ca.gov
Fall 2026 (private) — California Fire Foundation Prop 4 Grant. $13.8M to the Foundation; up to $1M per award, no match. Window TBA. CA fire departments, firefighter associations, nonprofits, tribal entities. cafirefoundation.org
On the Hill: Sen. Merkley's Wildfire Insurance Affordability Act (S.5106), referred to Senate Finance July 23, would stand up a resilience-grant program and a homeowner insurance-premium voucher pilot — no dollar authorization stated yet. A federal consumer-voucher line to watch.
THE WIRE
CONTRACTOR MONEY · VIA GLOBENEWSWIRE
Bridger Aerospace lands $58M Texas A&M Forest Service aircraft deal (Jul. 27)
Three-year, $58M award to acquire, modify and deliver three King Air 360 multi-mission surveillance aircraft, modified in-state — the first draw on Texas's $257M HB500 wildfire-aviation pot. A publicly traded aerial-firefighting pure-play converting a state megafire budget into multi-year hardware revenue — watch which state writes the next surveillance check.
CAT BOND MONEY · VIA ARTEMIS
Porch Group prices its $100M debut cat bond — wildfire a named peril (wk of Jul. 26)
Harbor Crest Re Ltd. Series 2026-1: $100M of 4-year collateralized reinsurance, indemnity trigger, attaching at $365M of losses and pricing in a 5.0–5.75% spread. A homeowners-insurance platform tapping the ILS market for multi-peril cover that includes wildfire — a brand-new sponsor for capital-markets investors courting fire risk.
INSURANCE MONEY · VIA CINCINNATI FINANCIAL
Cincinnati Financial "reassesses" its California homeowners book after wildfire losses (Q2, Jul. 27)
On a ~$1.3B net-income quarter (cat losses ran 2.3 pts of the P&C combined ratio), management said it reassessed California homeowners "aggregations, terms, conditions and pricing" following wildfire losses. Another admitted carrier tightening CA fire exposure pushes business toward E&S and the FAIR Plan — a demand signal for anyone selling wildfire capacity. (No standalone wildfire-loss dollar was broken out.)
LIABILITY MONEY · VIA CONSUMER WATCHDOG
$7.3M in utility cash is bankrolling a "Wildfire Victims First" bailout campaign, group says (Jul. 28)
Consumer Watchdog, citing CPUC General Order 77-M disclosures, says IOUs gave $7,303,249 (2023–25) to coalition members — SCE $3.39M, PG&E $2.55M, SoCalGas $1.09M, SDG&E $286K — funding 142 of 214 groups now lobbying on utility-liability legislation. The Sacramento fight over who pays for the next fire is itself now a spend line — and it sets the terms for every utility's future hardening budget.
MONEY LEAVING · VIA CANFOR
Canfor to close Fox Creek sawmill — wildfire-salvage timber "depleted" (Jul. 28)
Canfor is shutting its Fox Creek operation (~120M board feet of capacity), citing weak lumber markets, softwood duties and the depletion of wildfire-damaged and beetle-kill timber leaving "insufficient fibre." A supply-side tell for the wood-products leg of the economy — the post-fire salvage runway is running out, tightening feedstock for mills betting on fuels-reduction fiber.
GRANT MONEY · VIA FEMA
FEMA clears fire-management grants for Oregon & Hawaii — then denies two big Oregon fires (Jul. 27–29)
FMAGs (75% federal cost-share, no fixed cap) were authorized for Oregon's Grasshopper Fire (Jul. 27) and Hawaii's South Kohala Fire (Jul. 28) — but FEMA denied East Evans Creek and the ~295,000-acre Rowe Creek Complex, prompting Sens. Wyden and Merkley to argue the bar is "set too high." Federal reimbursement is the money that underwrites state/local suppression and the contractors billing against it — and denials shift that cost back onto states.
DEAL MONEY · VIA GLOBENEWSWIRE
Bridger opens its first European revenue line — two Super Scoopers leased to Avincis (Jul. 23)
Bridger Aerospace leased two CL-215T "Super Scooper" aircraft to Avincis for wildfire suppression in Portugal through mid-October — its inaugural revenue-generating European operations (terms undisclosed). A listed aerial-firefighting operator diversifying beyond USFS/state contracts into international leasing — new geography for the aviation contractors.
FUND MONEY · VIA KINGSTONE / ARTEMIS
Kingstone lifts cat reinsurance to $500M and adds wildfire cover, cost down 15%+ (Jul. 1)
The 2026/27 program hits a $500M limit (+14% YoY) and newly adds wildfire at a low $3.5M first-event retention; risk-adjusted cost on the core layer is down 15%+, placed with 34+ reinsurers. A regional carrier buying down wildfire retention cheaply — evidence reinsurance capacity for the peril is loosening, not tightening.
PRIVATE GRANT MONEY · VIA CALIFORNIA FIRE FOUNDATION
$13.8M in Prop 4 money routed through a foundation, up to $1M an award (window Fall 2026)
The companion PG&E × California Fire Foundation wildfire-preparedness cycle ($1M pool for fire departments and community groups) closed July 8 — watch for the next round. Utility and foundation dollars with no Grants.gov listing — the moat. Fire departments and nonprofits should be building the file now.
THE NUMBER
$7.3 million
Utility cash that Consumer Watchdog says California's for-profit IOUs routed into the "Wildfire Victims First" coalition (2023–25) — SCE $3.39M, PG&E $2.55M, SoCalGas $1.09M, SDG&E $286K — now lobbying lawmakers on a utility-liability bailout, per CPUC GO 77-M disclosures. Source: Consumer Watchdog, Jul. 28.
