The wildfire economy's biggest fight now carries a price tag on the lobbying alone. California's investor-owned utilities have spent a record $16.7M lobbying Sacramento this session — PG&E $10.07M, Sempra $3.35M, Edison $3.32M — as Governor Newsom's utility-liability package heads for the Aug 31 adjournment with still no bill text. On Aug 13, LA County Supervisor Kathryn Barger and fire-survivor groups blasted the outline — a $150,000 cap on non-economic damages, curbs on insurer subrogation, and a "fast-pay" program that makes claimants surrender the right to sue — as a "utility bailout."
The money keeps moving on the balance sheets, too. Mercury General posted a $263.5M Q2 profit (up 58%) even after another ~$80M of adverse wildfire-reserve development on the January 2025 fires. Hawaiian Electric marked its Maui liability down to $1.30B, booking a $154M benefit. And the California FAIR Plan's 29.1% rate hike — against $768B of exposure — takes effect Oct 15.
