Edison Named as Eaton's Cause, a Record $5.18B of Wildfire Cat Bonds, and Phos-Chek's $214M Quarter

Investigators put blame on the record this week. On Aug 4, an 18-month LA County Fire / CAL FIRE investigation concluded that arcing from an out-of-service Southern California Edison transmission tower in Eaton Canyon ignited the Jan 7, 2025 Eaton Fire — the blaze that killed 19 people and destroyed close to 10,000 homes and businesses. Edison (EIX) has already committed roughly $1.6B in Eaton settlements as of June 30, distributed $750M to 5,400+ claimants, and offered more than $775M to 4,000+ applicants — with total claims expected to blow past California's $21B wildfire fund and a trial set for Jan 25, 2027. The company booked a record $4.5B profit in 2025 and $669M in Q2 net income; Barclays still cut it to Equalweight.

While the liability lands, the risk is getting sold and repriced. Wall Street has absorbed a record $5.183B of wildfire-exposed catastrophe bonds year-to-date — nearly the full $5.55B of all of 2025. Farmers filed to raise California business rates ~15% while pledging 1,500+ new policies in fire-distressed areas. Phos-Chek maker Perimeter Solutions printed $213.8M in Q2 sales (+31%) and bought Monaco Enterprises for $120M. And the utilities spent a state-record $16.7M lobbying Sacramento ahead of an Aug 31 wildfire-fund deadline. Follow the money.

Farmers files to raise California business rates ~15% — and write 1,500+ new policies — filed Jul 31 (reported Aug 3): Farmers filed an enhanced business rating plan with the CDI carrying a statewide average increase of "just over 15%," paired with a pledge to write 1,500+ new business-owner/property policies in wildfire-distressed areas over two years; effective Feb 1, 2027. A carrier leaning back into California commercial lines is a demand signal for brokers — and for the mitigation work that makes a risk writable again.

PG&E books a $126M wildfire-fund quarter while burying 37 more miles of line — Jul 23: PG&E reported Q2 revenue of $5.902B and core EPS of $0.40, with a $126M Wildfire Fund expense in the quarter; it built 37 miles of undergrounding plus 100 miles of covered/strengthened line in high-fire-risk areas and reaffirmed FY26 guidance. The mitigation capex line is the subcontract pipeline — every mile underground is money moving to VM crews, boring contractors and grid hardeners.
