Hawaiian Electric's $350M Securitization, Phos-Chek's $120M Deal, and a $768B FAIR Plan Book

→ Start here: Hawaiian Electric's plan to securitize ~$350M of Maui wildfire spend — the clearest sign yet that utilities are turning wildfire cost into long-dated, ratepayer-backed debt rather than equity risk.

The utility money is getting financed. On its Aug 14 earnings call, Hawaiian Electric said it will ask regulators later this year for a financing order to securitize ~$350M of Maui wildfire-mitigation spend — the same $350M program the Hawaii PUC approved in June ($270M capital, $80M O&M) — even as Q2 core net income fell 36% to $22.5M and a $153.9M non-cash settlement remeasurement flattered the GAAP line. Retardant money is consolidating too: Perimeter Solutions, the Phos-Chek maker, closed a $120M acquisition of fire-alarm and mass-notification firm Monaco Enterprises and posted Q2 revenue up 31% to $213.8M. PG&E banked $1.591B in first-half net income; Bridger Aerospace did $30.5M in Q2 on a reaffirmed $135–145M full-year guide.

The insurance side keeps repricing, and the clock keeps running. California's FAIR Plan — the insurer of last resort, now carrying roughly $768B in exposure, up about 250% since 2022 — takes a CDI-approved 29.1% rate increase to 675,000+ policyholders on Oct 15. In Sacramento, Governor Newsom's utility-liability package — a $150,000 cap on non-economic damages, an end to insurer subrogation against utilities, the $21B Wildfire Fund as backstop against a $24–45B Eaton loss — is still unnumbered with 11 days to the Aug 31 adjournment, as insurers, counties and fire survivors line up against it. Southern California Edison, one downgrade from junk at BBB-, has now offered $775M+ and paid $375M+ to Eaton claimants. Follow the money.

Hawaiian Electric will turn ~$350M of Maui wildfire spend into ratepayer-backed bonds — Aug 14: on its Q2 call, Hawaiian Electric said it will file later this year for a financing order to securitize ~$350M of wildfire-mitigation costs — the program the Hawaii PUC approved in June at $350M ($270M capital, $80M O&M). Core net income fell 36% to $22.5M (core EPS $0.13), while a $153.9M non-cash remeasurement of the Maui settlement lifted the GAAP result. Securitization is fresh long-dated utility paper tied straight to Maui recovery — a dated marker for muni and utility-debt desks and the template every fire-exposed IOU is studying.

The Phos-Chek maker bolts on fire-alarm and mass-notification with a $120M deal — late Jul: Perimeter Solutions closed a $120M enterprise-value acquisition of Monaco Enterprises — fire-alarm, dispatch and mass-notification systems, with U.S. Air Force and Air National Guard installs — expected to add ~$31M revenue and ~$11M adjusted EBITDA in 2026. Q2 revenue rose 31% to $213.8M, Specialty Products doubled to $84.7M, and adjusted EBITDA hit $105.6M. The dominant aerial-retardant supplier is buying its way into fire detection and alerting — a read on where retardant cash flows are being redeployed, and a comp for anyone in fire-safety comms.

Bridger Aerospace holds a $135–145M guide on a Super Scooper backlog — Aug 6: the only pure-play public aerial-firefighting name reported Q2 revenue of $30.5M and adjusted EBITDA of $8.1M (down from $10.8M), reaffirming $135–145M full-year revenue. Backlog includes two 160-day USFS Super Scooper task orders (~$30M guaranteed), a $58M Texas A&M contract for three King Air 360s, and a Portugal deployment through October. Bridger's contract cadence is the cleanest public tell on federal and state suppression spend — the number every subcontractor and parts supplier reads.

Edison sits one notch from junk as it warns of a downgrade cliff — late Jul/Aug: with SCE rated BBB-, Edison says that without a credit-supportive liability framework by session end its borrowing costs rise and pass through to customers. Eaton commitments stood at $1.6B as of June 30 against a Wildfire Fund of up to $21B; more than 2,000 lawsuits and 32,000 plaintiffs are pending, with the first jury trial set for January 2027. A downgrade to junk materially raises SCE's cost of capital and reshapes the fund math for anyone holding utility paper — the Aug 31 vote is a rating event.

PG&E floats buybacks with $1.591B of first-half profit in hand — Aug 6: PG&E posted Q2 net income of $733M and first-half net income of $1.591B, and executives signaled they could redirect cash to share buybacks if Sacramento fails to cap wildfire liability. A capital-allocation threat backed by real profit — it links the liability outcome directly to whether utility cash flows to buybacks or back into California grid spend.

Newsom's office defends the liability deal in writing as opposition hardens — Aug 17: Newsom's senior LA-recovery counselor sent LA County Supervisor Kathryn Barger a letter defending the package — a $150,000 non-economic-damage cap for evacuees in the "zone of danger," an end to insurer subrogation against utilities, and shareholder-penalty provisions — invoking PG&E's 2019 bankruptcy, where victims became unsecured creditors. Insurers, counties and survivor groups are aligned against it with no bill yet introduced. A rare on-record paper trail that the votes aren't locked — the clearest signal the biggest dollar decision on the calendar could still slip.

The insurer of last resort takes a 29.1% hike on a $768B book — Aug 19: California's FAIR Plan will apply a CDI-approved 29.1% average rate increase to 675,000+ policyholders on Oct 15, having sought 35.8%. Its exposure has swelled to roughly $768B, up about 250% since 2022; statewide FAIR Plan premiums are up 84% since 2020 while new business has fallen 25% year over year. The last-resort pool's biggest hike yet raises the floor for the entire high-risk market and pressures the depopulation math the state is banking on.

Wildfire-exposed cat bond issuance hits a near-record $5.183B YTD — Aug: wildfire-exposed catastrophe-bond issuance has reached $5.183B year-to-date within a record $16.1B all-peril market, anchored by the FAIR Plan's Golden Bear Re program — a $750M debut last December and a second $400M Series 2026-2 that upsized from $200M and priced near 9.5–9.75% on a 2.65% expected loss. This is the live price of transferring California wildfire risk to capital markets — the benchmark every reinsurer and ILS desk marks against.

A new federal buyer signs its first large air tanker — Aug 4: Coulson Aviation's Tanker 138, a 4,000-gallon C-130H, became the first large air tanker under an exclusive-use contract to the newly stood-up U.S. Wildland Fire Service, on a 60-day term; the contract value was not disclosed. The reorganized federal wildland-fire agency is now a live procurement lane — how it contracts aviation sets the terms every tanker operator and MRO subcontractor will chase.

California's home-hardening rebate rails are still being laid — the state's Safe Homes program, live since Jan 1, 2026 with an initial $3M appropriation, will route grants to income-limited homeowners in high and very-high CAL FIRE hazard zones who carry an admitted-carrier or FAIR Plan policy; per-home award amounts are still being finalized as the application portal ramps. The consumer subsidy layer for retrofits is slow but real — durable future demand for roofers, vent-makers and defensible-space crews once the checks start flowing.

With the federal windows shut, the moat money is most of what's open — the big federal rounds have closed: FEMA's AFG, SAFER and FP&S ($648M) shut June 22, BRIC ($1B) closed July 23, and USDA has posted no 2026 Community Wildfire Defense Grant round. That leaves foundation and insurer money doing the heavy lifting — FM's fire-prevention grants cut next on Sep 30, and the California Fire Foundation's $13.8M Prop 4 pool (awards up to $1M, no match) is due to open this fall. The moat money — outside the federal system — is where prepared applicants win uncontested; queue up before the window opens, not after.
