A New Federal Air-Tanker Buyer With No Budget, Edison's Downgrade Warning, and Xcel's $640M Credit

A brand-new federal buyer just wrote its first check. Coulson Aviation's Tanker 138 — a Lockheed C-130H with a 4,000-gallon tank — became the first Large Air Tanker placed under contract by the U.S. Wildland Fire Service (Aug 4), the agency the Interior Department stood up on Jan 12, 2026 by consolidating six DOI fire programs; DOI asked Congress for roughly $6.5B to run it and got $0 as a standalone line. That first-of-its-kind demand is landing in a global aerial-suppression market that is consolidating fast: Spain's Vallfirest — "the wildfire company," backed by Suma Capital — has spent the past year building out an aerial arm, acquiring Australia's Aerial Fire Control helicopter-bucket business and opening a North American hub in Fort Collins, Colorado. The tankers, the buckets and the buyers are all scaling at once.
In the utilities, the liability math is splitting two ways. Edison (EIX) chief Pedro Pizarro warned July 31 that California utilities face credit downgrades without more wildfire-liability reform — SCE already sits at S&P BBB- with "nowhere to go" inside investment grade — as Sacramento's roughly Aug 31 deadline nears and SB 254 floats a proposed +$8.50/month ratepayer surcharge on top of the 2019 $21B wildfire fund. But Xcel (XEL) showed the other side of the ledger: its Marshall Fire settlement closed at $640M and swung a $19M credit back into Q2 earnings. Follow the money.
