New Money Walks Into Fire Country
By Jake Kostecki · ~6 min read
This week the capital moved toward the fire, not away from it. Bamboo Insurance stood up roughly $150 million of fresh admitted California homeowners capacity through a new MS Transverse fronting deal — and grew its "Greenshoots Re" sidecar to about $175 million, together some $325 million aimed squarely at the Los Angeles, San Diego and Bay Area markets everyone else has been fleeing. The Q2 tape backed the mood: Chubb core operating income up 18.2% to $7.26 a share on $14.7B of premium, RenaissanceRe posting $654 million of net income and $350M of buybacks off a quiet-catastrophe quarter, and Kinsale clearing $176 million. Even the aerial fleet is expanding — Bridger Aerospace (NASDAQ: BAER), fresh off a $58M Texas A&M fleet build, opened its first European revenue line leasing two Super Scoopers into Portugal.
The bill, though, is still landing hard somewhere else. Spain's summer fire wave has run up an estimated €1.7–€3.3 billion (~$1.9–3.8 billion) in firefighting alone, restoration not even counted. Oregon's Supreme Court just fast-tracked the $2.2 billion PacifiCorp verdict fight. And a California court locked in the machinery letting insurers pass a $1 billion FAIR Plan assessment through to policyholders. Money in, money out — here's the week.
THE LEDGER — this week's money in one glance

Bamboo adds $150M of admitted California capacity — and a $175M sidecar behind it (Jul. 17)
Bamboo Insurance launched an MS Transverse fronting partnership for ~$150M in admitted homeowners and dwelling-fire capacity aimed at constrained LA, San Diego and San Francisco markets, days after expanding its "Greenshoots Re" sidecar to ~$175M with a fourth fronting carrier. New admitted capacity pulls wildfire-country homeowners off surplus lines and the FAIR Plan — and the sidecar is the collateralized engine funding it.
PUBLIC MONEY · VIA CHUBB
Chubb Q2: core operating income up 18.2%, P&C combined ratio 83.8% (Jul. 21)
Net income $7.30/share, core operating income $7.26 (+18.2%), consolidated net premiums written $14.7B (+3.6%), P&C combined ratio 83.8%. Chubb is the dominant insurer of California high-net-worth homes — the exact segment concentrating in the FAIR Plan — so a Q2 rebound after heavy Q1 LA-fire losses is the clearest read that the luxury book is underwriting profitably again.
PUBLIC MONEY · VIA STOCKTITAN
RenaissanceRe banks $654M as reinsurers cash a quiet-cat quarter (Jul. 22)
Net income to common $654.2M, operating income $547.8M, combined ratio 72.8%, underwriting income $599.1M, plus $350M of buybacks — the property segment citing "low catastrophe losses." The reinsurers backstopping US wildfire risk are printing money in a benign window, which is exactly the capital that keeps flowing into wildfire and property-cat programs at softening prices.
PUBLIC MONEY · VIA KINSALE IR
Kinsale's E&S premium actually shrank 5% — a wildfire-market tell (Jul. 23)
Net income $175.9M, diluted EPS $7.72, combined ratio 75.5%, but gross written premium fell 5.0% to $527.6M with just $4.2M of cat losses. (Peer RLI, Jul. 22: EPS $1.82, $10M of Q2 catastrophe losses.) Excess & surplus is where California homeowners land when admitted carriers and the FAIR Plan pull back — a rare GWP decline at the E&S bellwether signals pricing and competition are shifting under wildfire-exposed property.

Insert q2_combined_ratio.png (delivered in Cowork): “A quiet-cat quarter” — Q2 2026 combined ratios, RenaissanceRe 72.8% · Kinsale 75.5% · Chubb 83.8%, all under the 100% break-even line. Suggested caption: Every fire-exposed carrier landed well under the 100% break-even line — the capital-comes-back thesis in one picture.

Pye-Barker's fire-protection roll-up buys Hartford Sprinkler — deal #58-and-counting (Jul. 16)
Pye-Barker Fire & Safety (250+ locations, 9,000+ employees) acquired Connecticut's Hartford Sprinkler Co. (founded 1933), adding Northeast sprinkler install, inspection and testing; Pye-Barker made 57 acquisitions in 2025 alone. Terms undisclosed. The fire-life-safety PE roll-up is one of the most active consolidation plays in the economy — if you own or sell a sprinkler/inspection shop, Pye-Barker is the serial buyer setting your comp.
UTILITY MONEY · VIA S&P / INVESTING.COM
S&P upgrades Hawaiian Electric on a $350M mitigation plan and $479M of Maui claims paid (Jul. 22)
S&P raised Hawaiian Electric to BB- from B+, citing the Hawaii PUC's June 25 approval of a $350M three-year wildfire mitigation plan (75%+ on grid hardening) and the $479M already paid toward 2023 Maui claims. A credit upgrade tied directly to regulatory cost-recovery approval is the clearest signal yet that post-Lahaina utility risk is repricing — and it lowers HECO's cost of capital for the next hardening build-out.

Oregon Supreme Court fast-tracks the $2.2B PacifiCorp verdict fight (Jun. 30)
Oregon's high court granted expedited review of the reversed $2.2B James v. PacifiCorp Labor Day 2020 verdict (original 2023 jury award for ~2,000+ survivors), with oral arguments set for Nov. 3. Billions in survivor payouts — and the template for how appellate courts treat mass wildfire verdicts against utilities — turn on this ruling; every utility-liability underwriter and plaintiff firm is watching.

Court upholds the $1B FAIR Plan pass-through — insurers can recoup from policyholders (Jul. 1)
An LA Superior Court judge rejected Consumer Watchdog's challenge to Commissioner Lara's stabilization bulletins, locking in the mechanism that lets member insurers recover the $1B post-LA-fire FAIR Plan assessment from customers — a ~$28 median annual fee, recoverable over no more than two years. This is the financial backbone of the market-stabilization deal: the legal green light for spreading last-resort losses across every California policyholder.
CONTRACTOR MONEY · VIA sUAS NEWS
Overwatch Aero wins a DOI emergency-fire drone contract (~Jul. 3)
The Department of the Interior awarded Overwatch Aero an IDIQ for beyond-visual-line-of-sight UAS fire recon, thermal imaging and situational awareness — a $7.5M shared ceiling over a five-year ordering period (June 2026–2031), small-business set-aside. DOI is standing up drone-based fire surveillance as a procured service line, widening the contractor pool beyond crewed aircraft — watch the other IDIQ awardees for sub-tier work.
SIGNALS · VIA DRONEXL
Seneca's autonomous foam-drop drones get their first CAL FIRE field test (Jul. 15)
Nine-month-old Seneca (backed by a $60M launch round led by Caffeinated Capital and Convective Capital — the largest VC round in fire tech to date) ran a CAL FIRE Fire Innovation Unit test of self-launching drone "strike teams" that carry 500–1,000 gallons of foam and aim to suppress within 10 minutes of detection; Aspen, CO has already bought a strike team, though no large-agency contracts are signed and FAA airspace clearance is unresolved. A state-agency field test is the gate between a VC-funded prototype and recurring CAL FIRE procurement dollars.
CONTRACTOR MONEY · VIA GLOBENEWSWIRE
Bridger opens its first European revenue line — two Super Scoopers to Portugal (Jul. 23)
Bridger Aerospace leased two CL-215T Super Scooper amphibious tankers to Lisbon-based Avincis, deployed to Portugal through mid-October amid Europe's worst heatwave in a decade — what the company calls its "first revenue-generating operations in Europe." Terms undisclosed. A US aerial-firefighting operator monetizing idle-season fleet abroad turns a domestic asset base into a year-round, global revenue story.
MONEY LEAVING · VIA SOURCE NEW MEXICO
New Mexico logs a record 6,200+ wildfire-area non-renewals (Jul. 23)
New Mexico's insurance regulator reported 6,200+ non-renewals in 2025 — nearly triple the ~2,200 in 2021 — even as premium increases slowed to under 5%; the 2025 Legislature put $10M into an OSI fund for FAIR Plan homeowner mitigation (tree clearing, vent screening, roof hardening). Coverage retreating from a non-California Western market shows the non-renewal spiral isn't a California-only story — and the $10M pot is the state's counterweight.
SIGNALS · VIA FINTECH GLOBAL
DUAL expands its ZestyAI deal to power a new California homeowners program (Jul. 9)
DUAL North America broadened its partnership with insurtech ZestyAI to deploy the Z-FIRE model — "the first AI-driven wildfire model cleared within a carrier rate filing in California" — in a newly launched homeowners program. New capacity is re-entering California fire zones property-by-property, unlocked by AI risk models regulators now accept in rate filings. Where the model clears, the capacity follows.
THE NUMBER
€3.275 billion (≈ $3.7 billion)
The high-end estimate for Spain's 2026 firefighting bill alone — ~172,000 hectares burned at €10,000–€19,000/ha (≈ $11,400–$21,700) — with restoration, tourism and agricultural losses still uncounted on top. Morningstar DBRS calls the southern-Europe fires an "earnings event, not a credit event" for insurers, benchmarked against the ~$40B insured loss from the 2025 LA firestorms — unless flames reach cities. Sources: Euronews; Reinsurance News, Jul. 27.
PAID & GETTING PAID
Checks written recently: Hawaiian Electric — $479M paid toward 2023 Maui wildfire claims. RenaissanceRe — $350M returned to shareholders in Q2 buybacks. Bamboo — ~$325M of new admitted capacity + sidecar committed to California homeowners. DOI — a $7.5M UAS ceiling opened to Overwatch Aero and pool peers.
Awardee lists to chase: the DOI emergency-fire UAS IDIQ pool (find the co-awardees and sub-tier the task orders); CAL FIRE's Fire Innovation Unit / FireWERX pilots (Seneca and the drone-suppression cohort scoping toward procurement); Boulder County Wildfire Partners and MWPA approved-contractor lists (homeowner rebate dollars flowing to vetted crews). Get on the vendor lists before the money moves.
THE BOARD
Hiring signal of the week: capacity returning has a staffing tail. Bamboo is standing up a fresh admitted California book (underwriters, adjusters, mitigation inspectors); nine-month-old Seneca has $60M to crew, fly and get FAA clearance for drone strike teams; and Pye-Barker's serial M&A keeps absorbing sprinkler and inspection techs across 250+ locations. Where the checks reflate, the job reqs follow.
