→ Start here: FM's acquisition of FortressFire — a 200-year-old property insurer buying structure-level wildfire science, the clearest sign yet that mitigation analytics is becoming underwriting infrastructure.
The money moved toward the science this week — and this afternoon, toward access. Today, San Francisco wildfire-insurance brokerage RockRose Risk closed a $12.5M Series A (Crosslink Capital and Congruent Ventures, with Nuveen) — it already places coverage on ~$7B of property and says it wins clients an average 35% mitigation discount. On Aug 12, FM — the commercial property insurer formerly known as FM Global — acquired Northern California wildfire-intelligence firm FortressFire, which scores individual-structure ignition risk with fire-physics modeling, aerial reports and ground inspections; terms were undisclosed and it will run as an independent division. Two days earlier, Khosla-backed Sonic Fire Tech closed a $15M Series A for waterless acoustic suppression, on top of a $3.5M seed a year ago. Wildfire-exposed catastrophe-bond issuance sits at a near-record $5.183B year-to-date. Capital is buying detection, suppression, the models that price the risk — and now the brokerage that gets the household insured at all.
Sacramento decides the rest, and the clock reads 12 days. Governor Newsom's utility-liability package — a $150,000 cap on non-economic damages, curbs on insurer subrogation, the $21B Wildfire Fund as backstop against a $24–45B Eaton loss — still had no final bill text as adjournment on Aug 31 closed in. The CPUC handed PG&E a $1B borrowing increase (to a $9.5B cap) but pushed a $2.6B capital-structure question to Sep 3. And Insurance Commissioner Lara froze non-renewals for 64,000+ policyholders after the Gann Fire — the first such moratorium to cover commercial property. Follow the money.

FM buys the structure-level fire science instead of renting it — Aug 12: FM, the ~200-year-old commercial property insurer formerly FM Global, acquired Northern California-based FortressFire, which pairs machine learning with fire-physics modeling to score individual-structure ignition risk and sells aerial wildfire reports, ground inspections and mitigation assessments. Terms were undisclosed; FortressFire will run as an independent, wholly owned division keeping its brand, and CEO Malcolm Roberts framed it as a bet on "data-driven, location-based risk mitigation." A balance-sheet insurer buying — not licensing — structure-level wildfire analytics is a consolidation cue for every wildfire risk-modeling startup, and a signal that mitigation data is becoming core underwriting infrastructure.

The brokerage places coverage for homeowners, HOAs and commercial owners across California, Colorado and Nevada, quantifies each client's mitigation to negotiate lower rates, and does the tree-trimming and roof work itself; CEO Andrew Engler says it now manages ~$7B in property, works with 27 carriers and wins an average 35% discount, and is weighing a $30–40M credit facility to buy up mitigation businesses. Capital is now funding the access layer, not just the risk models — a brokerage that bundles mitigation with placement is the consumer-facing front end every roofer, vent-maker and carrier ends up transacting through.

Lara freezes non-renewals for 64,000+ after the Gann Fire — and covers commercial for the first time — mid-Aug: following Governor Newsom's Aug 6 emergency declaration, Commissioner Ricardo Lara barred insurers from non-renewing more than 64,000 policyholders within or adjacent to 22 ZIP codes of the Gann Fire for one year. Under SB 547, the Business Insurance Protection Act, it is the first such moratorium to extend to commercial property, not just homeowners. Every new moratorium locks carriers into exposure they are trying to shed and pushes marginal risk toward the FAIR Plan — and the commercial-property inclusion widens who's frozen in.

Fund with Khosla Ventures), a year after a $3.5M seed, to commercialize a system that uses roughly 20 Hz infrasound to snuff flames without water or chemical residue — with a lithium-ion battery-fire angle. Proceeds fund hiring and NFPA-approval testing. Fresh institutional capital into waterless suppression hardware opens a new adjacency for anyone selling into the fire-protection supply chain, from utilities to first responders.

Funds go to initial sensor development and early government and commercial partnerships. Even at pre-seed, detection capital keeps flowing toward always-on, space-based IR — feeding the vendor pipeline that insurers and utilities will eventually buy from.

Hawaii puts $1.8M into wildfire mitigation across five islands — Jul 29: the state's Hawaiʻi Urban Interface (HUI) grant program awarded $1.8M to 8 organizations — up from $1.5M in 2025 — for hazardous-fuel reduction, defensible space, grazing-based fuel management, evacuation planning and Firewise recognition across Kauaʻi, Oʻahu, Molokaʻi, Maui and Hawaiʻi Island. A 20% year-over-year bump in a post-Lahaina state signals durable fuels-and-VM contracting demand well outside the California and Mountain-West footprint.

A $13.8M foundation pool is still sitting behind a "Fall 2026" notice — the California Fire Foundation's Prop 4 grant ($13.8M, awards up to $1M, no match) has not opened its window, and FM's quarterly fire-prevention grants cut next on Sep 30. Neither has a Grants.gov listing. With FEMA's AFG, SAFER and FP&S rounds closed since June 22, BRIC's state window shut, and no 2026 USDA Community Wildfire Defense Grant round posted, private money is a disproportionate share of what is actually open. The moat money — foundation, insurer and utility grants outside the federal system — is where prepared applicants win uncontested; queue up before the window opens, not after.
