The biggest dollar decision on the wildfire calendar is running out of runway. California's legislature adjourns Aug 31 — roughly seven session days out — and Governor Newsom's utility-liability package is still a term sheet with no bill number: a $150,000 cap on non-economic damages, an end to insurer subrogation against utilities, and the ~$21B Wildfire Fund as backstop against a $24–45B Eaton loss estimate. Insurers now warn the same changes could stack another 10–20% onto statewide homeowner rates — on top of the FAIR Plan's 29.1% hike landing Oct 15. Meanwhile Southern California Edison, still one notch from junk at BBB-, has extended $820M+ in Eaton offers and paid $410M+ to roughly 2,800 claimants as of Aug 14.
The private capital keeps arriving even as the public math tightens. Wildfire-insurance platform RockRose Risk banked a $12.5M Series A (Aug 20, Crosslink lead); acoustic-suppression startup Sonic Fire Tech raised $15M (Aug 17, The O.H.I.O. Fund + Khosla) — $27.5M into the fire economy in four days. And PG&E's bid to keep roughly $2.6B of wildfire costs off its equity math just got denied in a CPUC proposed decision, now held to Sep 3. Newsom's liability package is down to a term sheet and seven session days — Aug 20: with the legislature adjourning Aug 31, the administration is still working off a published outline with no bill language. Core terms: a $150,000 cap on non-economic damages, a "fast-pay" track that requires claimants to waive litigation, an end to insurer subrogation against utilities, and restrictions on attorney fees — backstopped by the $21–22B Wildfire Fund against a $24–45B Eaton loss. The three big IOUs spent roughly $7M on lobbying in the first half. Insurers (a "utility bailout" ad campaign), the state counties association and Altadena survivor groups are aligned against it. A rare on-record signal the votes aren't locked — the biggest dollar decision on the calendar could still slip past Aug 31.

The new wrinkle: insurers estimate Newsom's inverse-condemnation and subrogation changes could add a further 10–20% to statewide homeowner rates if they pass. Anyone pricing a California renewal book should model two hikes this fall, not one.

The running tab on the fastest utility-paid claims model yet — every fire-exposed IOU is watching whether direct-pay beats the courtroom.

PG&E's $2.6B capital-structure ask gets denied in a proposed decision — Aug 19: a CPUC proposed decision denied PG&E's request to exclude roughly $2.6B of wildfire-related costs — $277M Dixie, ~$1.2B Kincade and a ~$1.4B DWR loan — from its debt-to-equity calculation; a separate alternate decision directs PG&E to bring the question back in its next cost-of-capital filing. Both are held to the Sep 3 Commission meeting. The ruling sets how much wildfire debt stays on the equity math — a direct input to PG&E's cost of capital and its buyback-versus-grid-spend choice.

It claims average commercial premium reductions of 35% across more than $7B of insured value in CA, CO and NV. Capital is betting that a mitigated home is an underwritable one — a live comp for every mitigation-to-insurance play chasing the FAIR Plan depopulation.

Acoustic fire suppression pulls a $15M Series A — Aug 17: Sonic Fire Tech raised $15M led by The O.H.I.O. Fund with Khosla Ventures, following a $3.5M seed last October, to commercialize infrasonic (~20 Hz) suppression — including exterior wildfire protection — and pursue NFPA approval. The company says it will hire. A fresh, dollar-anchored comp for anyone selling novel suppression tech to agencies, utilities and the WUI homeowner.

California's home-hardening money is shifting from grants to loans — Aug 17: the state's Safe Homes grant program still carries only its initial $3M setup appropriation — not enough to fund grants, and the portal isn't open — while a low-interest home-hardening loan program (SB 894) has passed the Senate unanimously. Retrofits run $2,000–$100,000+; a Class-A roof averages about $6,300. The consumer subsidy layer for retrofits is real but slow — durable future demand for roofers, vent-makers and defensible-space crews building ahead of the checks.

Year-to-date wildfire-exposed issuance still stands at $5.183B within a record $16.1B all-peril market, anchored by the FAIR Plan's Golden Bear Re program (a $750M debut last December and a $400M Series 2026-2 that priced near 9.5% on a 2.65% expected loss). The current mark for transferring California wildfire risk to capital markets — the level every reinsurer and ILS desk prices against.

The tightest live clock is $3.5M in federal fuels money closing Thursday — the BLM FY26 Forest & Woodlands round ($3.5M, ~10 awards of $50K–$1M, no cost-share) closes Aug 28, 5 p.m. ET. With FEMA's AFG/SAFER/FP&S ($648M) shut June 22, BRIC ($1B) closed July 23, and no 2026 Community Wildfire Defense Grant round posted, it is one of the last open federal fuels lanes this cycle. Four days to file — or wait for the fall state rounds and the moat money.

With the federal windows shut, the moat money carries the fall — outside the federal system, foundation and insurer money is doing the heavy lifting: FM's fire-prevention grants cut next on Sep 30, and the California Fire Foundation's $13.8M Prop 4 pool (awards up to $1M, no match) is due to open this fall. The moat money is where prepared applicants win uncontested — queue up before the window opens, not after.
