One question ran under every dollar in wildfire this week: who pays? California's investor-owned utilities have now spent a record $16.7M lobbying Sacramento, and Governor Newsom's liability package — a $150,000 damages cap, curbs on insurer subrogation, the $21B Wildfire Fund as backstop — is racing an Aug 31 adjournment with no final bill text. Survivors and LA County called it a "utility bailout". UCLA pegs Eaton losses at $24–45B.

Follow the cash and it is already moving. Edison has extended ~$775M to Eaton claimants, closing on the $1B threshold that forces a formal loss estimate. Mercury General booked another ~$80M of adverse reserve development. Hawaiian Electric marked its Maui bill to a near-final $1.30B. And California's FAIR Plan swelled to a $768B book against a few hundred million in cash.

The market's answer is capital. Wildfire cat-bond issuance hit a near-record $5.18B, LADWP termed out $100M of its own fire risk, and Perimeter Solutions spent $120M buying into fire-detection. And Bridger Aerospace banked a $30.5M quarter on a $58M Texas A&M award. Follow the money.

THE LEDGER — the week's money, by bucket

CAPITAL. Wildfire cat-bond issuance $5.183B YTD — closing on 2025's $5.55B record. LADWP's $100M "123 Lights Re" priced at the 9% low end. Perimeter closed its ~$120M Monaco deal.

INSURANCE. FAIR Plan exposure hit $768B (up ~250% since Sept 2022); nine ZIPs hold ~$44B; the 29.1% hike takes effect Oct 15.

COMMERCIAL. Bridger Aerospace (BAER) Q2 $30.5M, guidance reaffirmed at $135–145M; backlog includes a $58M Texas A&M award and ~$30M in USFS Super Scooper standby.

THE BIG PICTURE — the $768B question

Strip away the noise and one number frames the entire California wildfire economy: $768B. That is the total exposure on the FAIR Plan's books — a pool that carried roughly a fifth of that four years ago. It backs about 5% of California single-family homes today, up from 1.5% at end-2020, against cash reserves in the low hundreds of millions. The 29.1% hike effective Oct 15 does not close the gap; it slows the bleeding.

The reason that gap does not trigger panic is the same reason the week's other headlines matter. A $768B book on a few hundred million in cash runs on reinsurance and catastrophe bonds — and capacity is cheap right now. The moment that appetite turns, the assessment lands on every admitted carrier in the state, and through them, on every homeowner's premium.

Which is why Sacramento's Aug 31 deadline is really an insurance story. Newsom's $150,000 damages cap and subrogation curbs would redraw who recovers what from the next Eaton. Liability reform sets the loss, the FAIR Plan absorbs the exposure, the bond market prices the risk. Follow any one thread and it pulls the other two.
